The white feather has totally different symbolic meanings in the us Military if compared to the British Military and armies linked to the former British Empire. In the American army, a white feather is a symbol of excellence in combat marksmenship. However, in Great Britain, the meaning couldn't be more different.
As early as the late 18th century, the white feather has been the sign of cowardice. It's beginnings come from the realm of cockfighting as birds with any white tail feathers were perceived as second-rate fighters. The better gamecocks were bred without having white tail feathers.
It grew to become normal for women in particular to hand white feathers to men of fighting age they saw on the street. A great many men were so ashamed by being given a white feather in public, they would find a local recruiting office and join the military. A good number of were destined merely to stop an enemy round.
The act of giving feathers was so extensive that a number of the men who were handed them shouldn't have received them. Some men who were home on leave and walking the streets in civilian clothes would be given feathers. Other undeserving recipients included men who were dismissed on account of injury, were home recovering from injury or those who were medically not fit to join up.
Most of the women who passed out these feathers were part of a movement known as "Order of the White Feather" which had been established in 1914 to really encourage females to present feathers to young men who had not joined the military. However, there were those that believed that the ladies were sometimes somewhat to enthusiastic to hand out feathers to men who shouldn't have been given them.
Having said that, one pacifist that refused to fight, had been proud of the fact he was given so many feathers. Fenner Brockway was claimed to have stated that as a result of refusing to fight in World War I, he had received enough white feathers to make a fan.
