What i want to know is what these are called
These puzzles have different names depending where you are in the world and which newspapers you read.
In the USA they are known as "rebus" puzzles. Here is the dictionary definition of rebus.
–noun,
1. a representation of a word or phrase by pictures, symbols, etc., that suggest that word or phrase or its syllables: Two gates and a head is a rebus for Gateshead.
2. a piece of writing containing many such representations.
Your examples could be interpreted to fit the second definition. In the UK rebus is more readily understood to be definition 1.
In the UK they are known as "Dingbats" or "Dingbat Puzzles".
Here are some examples and you can see that they are the same thing as Americans refer to as Rebus.

The third one is "Dr Doolittle" and the 4th "Don't talk back".
Different newspapers also have different names for them. I have seen them called "Wacky Wordies", "Brainteasers","Say what you see", "Frame game", "Whatsits" and "Wotsits". I am sure there are other names also.
